you cannot unlock SE by IMEI, you could read the NCK codes but you need a service cable and Setool, not the lite version. best way it to use the unlock patch generator by simox, if you phone is supported
You can unlock SE by IMEI. But the way to get the code is by getting it from the provider.
USB cable unlock has to be reapplied each time you flash firmware. Code unlock is permanent. And people will sell you an unlock code, but why buy when you can get it from your provider for free?
So if I have a SeTool (not lite version) and a service cable I can unlock my phone via NCK code?

that sucks. I got my unlock code for free from my provider for two seperate phones at once.
In some countries(such as UK), lock codes must be provided for free(or almost free) under certain circumstances. Elsewhere, some providers(such as AT&T in the US) will provide the lock codes for free if you qualify.
I guess Orange in Israel isn't one of them. Or did you ask if it is possible to obtain it for free if you meet certain criteria, such as being on contract, etc?

all networks in the UK now charge. Virgin charge £15 and last time i checked three costs £25.

£25 is "almost free" compared to 300USD or "priceless" (some providers simply won't give it to you no matter what).
You could possibly get them cheaper on ebay.
