Fijate si tu custom esta comprimido en zip y tiene dentro la estructura correcta (tpa/preset/custom)
y si cuando lo agregas te dice el setool:

FILE RECOGNIZED AS CUSTOMIZATION PACKAGE

Gracias nuevamente, ya esta solucionado le carga el firmware r4031 con el custom 98 y funciono perfectamente.
