How can i copy "Locked" files from my phone?

Ok my sister bought some pictures from operator..

but now she bought new phone and she want to copy files from old to new. but they are locked(can't be copy by normal way)

is there a way with which i can copy this locked files to new phone(maybe by xs++ or setool, setool 3 box?)
