You need FS and Custom which have estonian language! You have a post about language description! Goooogle is your friend:D!

Google the EMEA 1 FS. In Customize File System choose EMEA 1.

I think it's R1BD001 or R1BC002. I would use W800 R1BC002 because you can find lots of patches for it.
