How to make a flash menu?

I want to make my own flash menu. I know that I should use Adobe Flash CS3 but I don't know how to use it. Anybody know how?
Besides, in some flash menu theme, when I install the theme, the have the flash wallpaper, too. How can they do that? They only have one flash file, but they have flash menu and flash wallpaper at the same time. Anybody know how???
