    Sorry not the layout.xml but the customize.xml

    open notepad and paste this in:

    <customization>
    <mmi>
    <settings>
    <enable-flash-desktop>true</enable-flash-desktop>
    </settings>
    </mmi>
    </customization>

    save it as Customize_upgrade.xml and upload it in tpa/preset/custom
