Yes as long as your phone does not say Invalid SIM I guess it unlocked.
I'm not too sure about the locks since we dont have locked GSM phones in my country, though i think that an unlocked icon has '5' written next to it and a locked one has '4' (err..not too sure about that).
Anyway you can try with a working SIM, that'd be the sure shot test.
