Excuse me for late reply.
The problem is that your phone isn't locked... inactive sim means that there is a problem with network, or the phone's IMEI is blacklisted, or there is a problem with sim card.
Try to set your phone to GSM only(Settings->Connectivity->Data comm.->Preferred service->GSM only), then restart the phone a couple of times.
You can try to remove the SIM card, restart the phone, then put back the SIM and start the phone again.
If it doesn't works the only option left is that contact the service provider for further help...

Yes it is necessary. Generate an unlock patch, and apply it with SETool2 Lite. Here is how to do it: How to apply patches with SETool2 Lite V1.11.

Yes, that is the file... No need to flash the phone before applying the patch, but you need to follow the tutorial.
