where do firmwares come from?

How about the cust_packs are they also sourced from SEMC, I only ask because I need a cust_pack for w660 3 Ireland. I ended up maling my own using FAR and the xml generator. I'm wondering if their would have been an easier way.

Justme wrote that firmware comes directly from SEMC. It has to be modified before you can use it with XS, SE Tool etc.
