IRremote is not available yet for UIQ3. Try searching for another program to use in the meantime. I think there may be another called "IRcommander".

when transferring datas between pc and phone with IR, the phone must be put very near the Ir window on pc. is it so when using the phone as a irremote? if so, then i think its not so practible

no it is different. if u send/receive a file with a pc/phone then the devices must be in a meter distance. but for remote it can work like a normal remote controller
