He's referring to SETool and no, it's not free. There is no free way to unlock your phone. Either use Omnius or 4SE.

I tried to use Omnius and wasted $9 on the full 1 day unlock license but when I choose my phone model to Elm only user code reset is available. I am missing something?

It is not possible to unlock network on Elm with Omnius.Only reset user code is supported.You should check sticky thread and supported phones and operations.
