You seem to have checked in device manager under Ports and found the entry for Total Multiserver USB cable so you therefore have the driver from TOTAL MultiServer, mine is FTDI Ltd version 1.00.2154 that you have the drivers installed and check port number and if necessary in device manager -Ports-TMS etc-Port Settings-Advanced, here you can change the port to a lower number (but DO NOT change to a port already in use).
The Port number should be in the list for SEMCtool etc.
I have found that pressing 'C' mostly pointless, but removing and replacing the phone battery usually does the trick - seems to be a bit trial and error; and I couldnt mget my head around the thepress power button on phone 'shortly' (translated from japanese I think and ought to read short press on phone's power button).
One program wouldnt show the Com Port 14 because it was too high a number so I did a swap in 2 stages with Com Port 1 and all was wonderful. There is MSKB Q115831 on this at MS Article ID 115831
