After unlocking displays "emergency services only"

I've a SE W350 (At&t). Currently i'm in India. Last week i unlocked it from a service guy. After unlocking it works only with one provider, Vodafone. It does not work with other providers like Airtel. The frequencies for the providers in my area are -

    Airtel - 900
    Vodafone - 1800.

Its a Quad-band world phone - 850/900/1800/1900 MHz. Could you please help me fix this problem?

I think because your handsets are W350a (does not operate 900Mhz frequency)
    You need W350i or W350c

    W350i - 900/1800/1900 MHz for Europe
    W350c - 900/1800/1900 MHz for China
    W350a - 850/1800/1900 MHz for America

Before buying i checked to ensure that its a quad band phone! Is it not? Still AT&T says its a quad band phone on their site?

No, it's a tri-band phone. Probably AT&T means it can operate at all frequencies.
