TP can Lower CID?

First... What the Hell is TP?
and second... is it true you can lower a CID53 k800i with it?

i red in a post (HOW TO: Downgrade CID53 to 52 ;-) - Mobile Files dot com)
that you can install Brown CID49 then reflash to RED 52.
i have a K800i and really want to do the Softkey Hook Mod but can't since i need to install a Patch so can someone please tell me if i can lower my CID with TP (Whatever it is)
