You have to flash the phone with the firmware with the language that you want. Read here.

can anyone tell me, the firmware that contain SERBIAN language for T650i. sorry if this no have correlation :) i need "FS"( File System), "MAIN", and "CUSTOM".

Like @riders4sia told you need this Flashing with jdflasher - Top Sony Forums and you will need this 3 files for Serbian language:
MAIN - T650_R8BC004_MAIN_GENERIC_SN_RED53
FS - T650_R8BC004_FS_S_E_EUROPE_RED53
CUSTPACK - HB1-06_Gen_CDA102568_3_R9A_GENERIC_S_E_EUROPE
and you will find all files here in download section - firmware - T650 - MAIN+FS and in custom files - T650 - CUSTPACK and read this How to get access to Download Area? - Top Sony Forums
