You don't need a "CDA File Generator". You can easily open this:

<?xml version="1.0" encoding="utf-8"?>
<customization>
  <info>
    <cda-number>XXXX-XXXX</cda-number>
  </info>
</customization>

in windows notepad, replace XXXX-XXXX with the desired CDA number and save it as "customize_upgrade.xml".
