Help: lost phone display languages after flashing

Hello, I've flashed new main (only) to my phone. Everything ok, but after restart phone switched to English language and not offering more for Phone language. How do I get back all remaining languages ? Is this caused by nonstandard nature of this flashing or did I forget something? This problem doesn't concern T9 and writing langs. It may or not be caused by different MAIN and FS versions, I don't understand this too much. TIA for any relevant clues.

    Here's what I checked:
All respective .lng files are present in /tpa/preset/system/language/ dir
All files of custpack are present in /tpa/preset/custom/ dir
I copied customize.xml as customize_upgrade.xml to custom to ensure all custom date are loaded

The file "customize.xml" allow different languages(<allowed-language>en</allowed-language>, etc). If you don't have a "customize.xml" in TPA/preset/custom, it won't work.
The file "customize_upgrade.xml" is used only if you want to "trick" SEUS to debrand your phone to the latest firmware according to its CDA.
