how patches are created

how do you create these patches. what is the language used to create these patches? are these patches released by the company,or some bright minds?
how do you generate those byte codes. which compiler is used to do it?

isnt there atleast 1 here, who creates patches?
symbian os are created by symbian c++.
what about sony ericsson? i heard java cant be directly implemented on a phone unless u have an underlying kernal system.
can any one help me?
