Regarding Download ability

Currently I am stucked with my phone from unlocking. I need one of the cust pack in the download section in order to proceed with unlocking this phone. I have been unable to download anything since I am restricted. I have send in a request to permit me download. My question is: How do you know that you have been permitted? Also how long does it normally take to get my request evaluated and so on to get permitted?

How do you know?

Under your username is now written Member , but when you will have download rights will be written Plus10 or more.

But how come I have 10 files allowed and after 3 files I cant download anymore???
