try to flash your phone with correct firmware n file system...
i've flashed my phones almost 20-30 times, and i dont have any problem because the correct firmware n file system is used...

You can re-install via SEUS...you can download it from SE website...
I had this problem too (keep restarting) but now the problem is gone since i re-install via seus.
