No that depends on phone model (flash support W-series , K850 and few more phones)

yes, my s500 supports flash lite too. and i think most of SE phones.

Most of walkman phones has it to prove if the phone has flashlit you can pass to the memory card a .swf(flash) and look it in the phone if the phone recognise it, the phone suports flash lite(menus flash)
