Can't unlock z520a tried EVERYTHING

OK usually I try to read up and avoid asking dumb questions but this time I have no clue.

I've tried SETool2 1.08 and 1.11
I've tried XS++
I've tried Simox's simlock removal
I've tried FAR+SEPF

I cannot for the life of me get this Z520 unlocked. What am I supposed to do? I've followed every tutorial on this site, several times, and none of them work.

I've read in many places where people say "oh yeah for sure if you use SETool you can unlock CID36/z520 no problem" well it doesn't work for me!

Would some kind person please help me out?
