you have to copy it on your memory stick in the theme folder.

man i do this but don't work . Do you know why ? i do everything like is it in manual but do nothing .

you need to put the flash menu (.swf) you want in the directory tpa/preset/system/desktop/flash

and then you need to create a corresponding theme that will work with the flash menu and upload the theme file (.thm) to your MS card (i.e. theme folder)
