well you can pratically do it, you copy the language that you want (hindi for example) to tpa\preset\system\language and modify the customize.xml by adding a new line under the allowed languages, like this
<allowed-language>the language that you want</allowed-language>
If you find some files named: "lng.dat" and "lng.lst" delete them, they will be regenerated... for using a T9 I think it may not work if you use a "language.t9" with bugs...
Just change the color of the letter in theme (theme creator). I did change mine.

its you fs and cust pack. flash new fs and custpack i think hindi include in apac cust pack. try to seach for it.
for color.. i think no. but try to edit the xml may be working.
you can change phones language as long as its from same phone and firmware. so if u have w610 r6 u cant use lng from w610 r8... i wanted to remove this block and found some info but the people of se-nse didnt wanna help :S
languages are packed in custpacks, so find one that matches your phone's firmware with language you want.
as with text colors, so far i think you can use themecreator, if you can't find a patch that can do it. though with themecreator it'll be borring since colors will be lost when you switch to other themes on your phone.
