Transference Picture

Anybody here has transference picture (picture but you still can see through). I need them for tabs, highlight, ect.
Or anybody know how to make them? I try to use brushes and draw in transference background in Photoshop but I'm not a good draw.
Beside, anybody know how to make picture moving? (like snow fall, people dance, ect)
