W200i - Vodafone unlock problem

Hello from Bulgaria.

I bought this phone before couple of days from UK (eBay) - cracked display cover, but everything seems to work. Seller write that it is easily unlocked, but there is a problem. I try with setool2liteV1.11 and follow the tutorials (try to change the regional settings to mediterranean for bulgarian language), but after flashing it still "insert a correct sim card" (i do not have a vodafone card and try with globul card - eventually can buy some from eBay).
The phone menu and animation are changed after flashing but network still locked? May be i'm doing some mistake? Can anybody help with this? Thank you very much in advance!
