Differences between 2 custom pack

Hi all, please could someone tell me what are the differences between this 2 custom pack:

W980_1215-0836_R1A_Customized_FR_France (110.25 Mbytes)

Why a such size difference ???

And how can i download the second custom pack cause i dont have sufficient download allowances...
