how to make flash menu in swf. file?

any can some1 tell me how to make a theme on a swf file.. co'z i always get a swf file only.. sometimes it don't have the theme file.. any any tutorial? i read that you need to change the theme file in tar.. but i was to confuse when it say file source something...

The .swf file can be used with any theme. Read here.
