Can I install flash themes if my w910i is locked in Vodafone?

i have an w910i loked in vodafone and i want to insall flash themes with xs++ 3.1. It is possible?

I dont know what is "db 3150 phone". Can you explain me pls? It is a method to install flash themes on my phone?
