No. You should tell us for which phone and what language.

you can do that only with SEtool (no lite version) , using alternative bypass.
flash CID52 FS, then write language file from FS_cid49 and customization.
Now i have done flashing already
I used some software that our friend recomanded
that software allowed me download main and fs
