In Serbia, if we wont to check our PIN or PUK code, we call our operator, and when we buy SIM card, we get our PIN and PUK code with SIM on one little papper.
Here in Paraguay, the operators charge you with 5U$S to unlock the PUK and they don't even give the code to the customers.. It's a shame..
here in USA if you call ur operator they will give you the PUK
bt in bangladesh, operators dont know the PUK. if you loose it , you have to get a new sim.
In my research of software / hardware tools to support my Ericsson, I haven't come across a sim card reader. It's understandable why developers of such a tool would restrict sales so as to prevent people from hacking the sim system. So, I have to agree with some of the previous comments, you cant' read the SIM PIN. I'm not sure about the PUK number though. I would have thought a program like XS++ 3.1 can has the potential to read it.

In Canada, you can call and they'll provide it. I know that in Romania, both major carriers use Cell Broadcast extensively, and you can find out your PUK through there in addition to calling Support.
I hope they do build a program that will read sim lock codes, it would solve a lot of unlock problems
there are tools meant for these purposes, however they are not available for public use, they are indeed used by LEA and Secret Services/Forensic Analyst.
